| Abstract | การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาทของข้าราชการประจำในการกำหนดนโยบายด้านการป้องกันอุทกภัยของกรมทรัพยากรน้ำ (2) กระบวนการมีส่วนร่วมของข้าราชการประจำในการกำหนดนโยบายด้านการป้องกันอุทกภัยของกรมทรัพยากรน้ำ และ (3) การมีส่วนร่วมของข้าราชการประจำในการกำหนดนโยบายด้านการป้องกันอุทกภัยของกรมทรัพยากรน้ำ การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยเก็บรวบรวมข้อมูลจากการค้นคว้าเอกสาร ทางวิชาการ วิทยานิพนธ์ วารสารอื่นๆ และการสัมภาษณ์ ประชากรที่ใช้ในการศึกษา ได้แก่ ข้าราชการประจำในสังกัดกรมทรัพยากรน้ำ จำนวน 7 คน และทำการวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า (1) บทบาทของข้าราชการประจำในการกำหนดนโยบายด้านการป้องกันอุทกภัยของกรมทรัพยากรน้ำคือ บทบาทในการใช้อำนาจหน้าที่ตามกฎระเบียบข้อบังคับขององค์กรซึ่งได้มีการกำหนดโครงสร้างและขอบเขตอำนาจหน้าที่ของหน่วยงานไว้อย่างชัดเจนในการตัดสินใจ การออกกฎหมาย และการกำหนดนโยบาย (2) กระบวนการมีส่วนร่วมของข้าราชการประจำในการกำหนดนโยบายจะเริ่มตั้งแต่การชี้ปัญหา การวิเคราะห์สาเหตุของปัญหา การกำหนดยุทธศาสตร์ การจัดทำกลยุทธ์หรือแนวทางการดำเนินงาน การจัดทำแผนยุทธศาสตร์การบริหารจัดการทรัพยากรน้ำ และการติดตามประเมินผล (3) การมีส่วนร่วมของข้าราชการประจำในการกำหนดนโยบายด้านการป้องกันอุทกภัยของกรมทรัพยากรน้ำ เป็นการเปิดโอกาสให้ประชาชนได้แสดงความคิดเห็นและภาครัฐได้รับรู้สภาพปัญหาของประชาชน อันจะเป็นประโยชน์ต่อการจัดทำยุทธศาสตร์ในการกำหนดทิศทางแนวทางการพัฒนา และการป้องกันภัยพิบัติที่เกี่ยวกับน้ำในอนาคต || The objectives of this research are (1) to study roles of government officials in the flood prevention policy of the Department of Water Resources (2) to study the participation process of government officials in the flood prevention policy of the Department of Water Resources and (3) to study the participation of government officials in the flood prevention policy of the Department of Water Resources. The qualitative approach was used to apply in this research. Data collection was gathered from literature review and in-depth interview. Samplings were teachers in 17 government officials in the Department of Water Resources. Then, the data were analyzed using a content analysis method and a descriptive analysis method. This research found that (1) the role of government officials in the flood prevention policy of the Department of Water Resources is using of authority in accordance with the rules and regulations of a clear scope of organization to decision making, legislation and policy. (2) The participation process of government officials in the flood prevention policy included identification of the problem, root cause analysis, strategic planning, strategic or guidelines of implementation, strategic planning for water resources management and monitoring. (3) The participation process of government officials in the flood prevention policy of the Department of Water Resources is to give an opportunity for sharing the opinion in order to prepare the strategic planning for water resources management. |
