Abstract For the past two decades the rates of online criminality have increased worldwide from year-to-year. Nevertheless, the majority of cybercrime scholarship relies on data collected from the English-speaking world, despite the fact that the majority of Internet users exist within Asia. As the populationsof smaller countries in the region, in this case Thailand, become increasingly more active online, there may be barriers to effective law enforcement. This study shows that outdated laws, an understaffed and underfunded law enforcement, and new technology, provide for an over-stressed response. Using the United States of America as a point of comparison, as the number of users continues to grow; Thai law enforcement may be unable to keep up.
