| Abstract | This study aimed to find out what were the obstacles in providing public service byauthorized government agencies in the border district which is Chiang Khong district inChiang Rai province. It was based on qualitative data, especially from governmentdocuments and in-depth interviews. This article demonstrates that local governments inThailand have very limited authority. On the other hand, central government has heldenormous power in various roles. This circumstance reflects the structural problem ofthe country which is fragmented centralism. Overlapping both in operating areas and in theirauthorities has led to many conflicts between central and local government agencies.Certainly, when the conflicts rise, the central government always exercises its authorities andpowers over local administrative organizations. The Bug Pier and National Highway 1020cases in Chiang Khong District perfectly show and support the finding |
