Abstract It is the primary aim of this review paper to shed light on the empirical studies which have identified factors that explain the allocation of public education expenditure. This paper takes a comprehensive review of the past and current literatures from various countries to evaluate the determinants that influence public education expenditure. Existing integrative studies builds upon a number of established economic theories positing that public education expenditure is determined by multidimensional factors. The review concludes that sufficient public allocation for the education sector was seen to be both necessary and crucial. The understanding of the variables that determinepublic education expenditure policy therefore serve as a fundamental key element to assist in improving the future planned allocations.
