| Abstract | This research article aims to study (1) Communication operational characteristics; (2) the components of communication competence; and (3) the process of communication competence development of the Chief Executive of Provincial Administrative Organizations. This study employed quantitative research design. The sample consisted of 400 people, including executives, officers, and citizens in the provincial administrative organizations of Chiang Rai, Khon Kaen, Chonburi, and Nakhon Si Thammarat that were used by stratified random sampling. The qualitative research included 27 informants who were purposively selected. The employed research instrument was a questionnaire and structured interviews. Statistics used for data analysis were the frequency, percentage, mean, standard deviation, and content analysis. Findings are as follows: (1) The overall of communication operational characteristics were at the highest level ( = 4.67, SD = 0.42); (2) the components of the communication competence was including (2.1) using gentle body language; (2.2) acting as a good role model; (2.3) listening and allowing all parties to participate; (2.4) using clearly spoken language; (2.5) thinking systematically; (2.6) using new technologies and digital media appropriately; and (2.7) presenting information and news in a straightforward manner; and (3) the process for developing the communication competencies was consisting of (3.1) performance evaluation; and (3.2) Self-evaluation; and (3.3) planning for the development of personnel at all levels. The research results can be applied to develop communication competencies to maximize operational efficiency. |
