นอกจากการศึกษาผลงานวิจัยและทฤษฎีต่าง ๆ ที่เกี่ยวข้องแล้ว กรอบแนวคิดยังจะได้มาจากความคิดและประสบการณ์การทำงานของผู้วิจัยเอง ซึ่งเป็นผู้มีประสบการณ์และความเชี่ยวชาญในศาสตร์นั้น ๆ เป็นอย่างดีโดยทั่วไปจุดเริ่มต้นของการสร้างกรอบแนวคิดการวิจัย ผู้วิจัยมักจะมีมโนทัศน์หรือกรอบคิด จัดวางตัวแปรหรือความสัมพันธ์ของตัวแปรกับปรากฏการณ์ที่จะศึกษา การกำหนดกรอบแนวคิดการวิจัยด้วยการคิดเชิงเหตุผล มีแนวคิดสนับสนุนหลายตัว ดังนี้ แนวคิดเชิงเหตุผล (Logical Thinking) (การคิดแบบนิรนัย และการคิดแบบอุปนัย) การคิดเชิงระบบ (System Thinking) การคิดแบบโยนิโสมนสิการ และหลักปฏิจจสมุปปบาท เป็นต้น แนวคิดเหล่านี้สามารถนำมาอธิบายว่า “สรรพสิ่งที่เกิดขึ้นในโลก (World) หรือจักรวาล (Universe) ไม่ได้เกิดขึ้นมาลอย ๆ แต่เกิดขึ้นเพราะมีสาเหตุที่ทำให้สิ่งนั้นเกิดขึ้น” ดังนั้นสรรพสิ่งมีความเชื่อมโยงกัน ฐานคตินี้สามารถนำไปตั้งต้นวิธีการคิดออกแบบกรอบแนวคิดการวิจัย โดยอาศัย จินตนาการอย่างสร้างสรรค์ (Creative Imagination) ซึ่งเป็นการคิดให้เห็นความเป็นเหตุ เป็นผล เป็นปัจจัยซึ่งกันและกันระหว่างตัวแปรต่าง ๆในปรากฏการณ์ของโลก

วิธีการสร้างกรอบแนวคิดการวิจัยทางรัฐประศาสนศาสตร์โดยการคิดเชิงเหตุผล (Rational Conceptual thinking) เริ่มจากการจินตนาการ (Imagination) ให้เห็นว่าสรรพสิ่งย่อมมีระบบในตัวเอง มองให้เห็นระบบ เช่น ที่กำลังพิจารณาอยู่คืออะไร มีสภาวะเป็นอย่างไร มีองค์ประกอบอะไรบ้าง ซึ่งเรียกว่า “สภาวะที่เป็นอยู่” จากนั้นพิจารณาว่า ที่มันเป็นอยู่เพราะสาเหตุหรือเงื่อนไขอะไรบ้าง อย่างไร เรียกว่า “ปัจจัยเชิงสาเหตุ” และผลที่จะเกิดตามมาจากสภาวะนั้นเป็นอย่างไร ซึ่งเรียก “ผลกระทบที่จะเกิดขึ้น” โดยสร้างเป็นกรอบแนวคิดโดยสังเขป ดังนี้

การสร้างกรอบแนวคิดการวิจัยทางรัฐประศาสนศาสตร์ด้วยวิธีการคิดเชิงเหตุผล (Rational Conceptual thinking) เป็นการเปิดโอกาสให้กับจินตนาการอย่างสร้างสรรค์ที่มีอยู่ในตัวนักวิจัย ซึ่งอาจจะเป็นการคิดนอกกรอบ เมื่อความคิดลงตัวแล้วค่อยทบทวนวรรณกรรมหรือสืบค้นแนวคิดและหรือทฤษฎีมายืนยันสร้างความแม่นยำน่าเชื่อถือมายิ่งขึ้น นับว่าเป็นการเริ่มต้นด้วยการดำเนินการตามปฏิโลมวิธีและจบด้วยอนุโลมวิธี

Abstract
Furthermore, studies of relevant theories, concepts and research, the research conceptual framework could be derived from ideas and experience of researchers who had an experience and expertise in that matter as well. The beginning of conceptual framework for research, usually, the researchers often have a concept or idea to put the variable relationships of variables with the studied phenomenon. There're many concepts supporting the research conceptual framework by the rational conceptual thinking; the Logical Thinking (Deductive thinking and inductive thinking, the System Thinking, the Yonisomanasik?ra thinking and Patijjasamubpabat thinking. These concepts can be explained that “What happens in the World or Universe) does not happen without not thing, It happens because there're causes of what happened" so that all things were linked together. This idea could be taken to begin to design the research conceptual framework by dint of the creative imagination which's thought as a cause / effect / factor between variations in the world phenomena.

The Establish of Research Conceptual Framework on Public Administration by the Rational Conceptual thinking started from the imagination for understanding that all thing had an themselves systems and must saw it' s systems by consider what's being considered?, what's conditions?, what's elements?; called "condition being". Then analyzed that being what/ how it causes or conditions was; called "causal factors". And consequences followed from condition; called "the happening impact." Then creating a conceptual framework as follows;

The Establish of Research Conceptual Framework on Public Administration by the Rational Conceptual thinking was to open opportunity the creating imagination in researchers which may be the Lateral Thinking. When the Conceptual Framework was suitable then searched the literature to confirm accuracy reliability even more. It can be said that starting with operation according to the backwards method and ending with forward method.
