บทคัดย่อ

การศึกษาครั้งนี้เพื่อสร้างระบบสนับสนุนการตัดสินใจในการประเมินการบริหารงานงบประมาณด้านคุณภาพการศึกษา ด้วยแบบจำลองการวิเคราะห์ข้อมูล เชิงโอบล้อม (Data Envelopment Analysis--DEA) เพื่อประเมินประสิทธิภาพการบริหารงานงบประมาณด้านคุณภาพการศึกษาของโรงเรียนในสังกัดกรุงเทพมหานคร จำนวน 436 โรงเรียน ในปีการศึกษา 2553 โดยปัจจัยนำเข้า คือ งบประมาณด้านการศึกษา ส่วนปัจจัยผลผลิต คือ จำนวนนักเรียน และผลสอบ O-NET ของนักเรียนระดับชั้นประถมศึกษาปีที่ 6

ผลการศึกษา พบว่า ประสิทธิภาพในการบริหารงบประมาณด้านคุณภาพการศึกษาของโรงเรียนสังกัดกรุงเทพมหานคร เป็นดังนี้

1. การประเมินประสิทธิภาพการบริหารงานของโรงเรียนสังกัดกรุงเทพมหานครทั้งหมด พบว่า มีโรงเรียนที่มีประสิทธิภาพเป็น 100% จำนวน 5 โรงเรียน

2. การประเมินประสิทธิภาพการบริหารงานรายเขต พบว่า มีสำนักงานเขตการศึกษาที่มีประสิทธิภาพเป็น 100% จำนวน 5 เขต

3. การประเมินประสิทธิภาพการบริหารงานแยกตามขนาดของโรงเรียน พบว่า โรงเรียนขนาดเล็ก มีประสิทธิภาพเป็น 100% จำนวน 7 โรงเรียน โรงเรียนขนาดกลางมีประสิทธิภาพเป็น 100% จำนวน 5 โรงเรียน และโรงเรียนขนาดใหญ่มีประสิทธิภาพเป็น 100% จำนวน 5 โรงเรียน

Abstract

In this study the researcher crated the Data Envelopment Analysis (DEA) as a decision support system in evaluating the effects of the efficiency of the budget management on education quality. The researcher evaluated the management efficiency in its effects on education quality at 436 schools under the jurisdiction of Bangkok Metropolitan Administration (BMA) in the academic year 2010. The input factor was the education budget. The output factor combined the number of students and the test results of Ordinary National Educational Test (O-NET) in Grade 6 students.

Findings revealed that evaluation results concerning the efficiency in budget management vis-?-vis education quality at the schools under study are given below:

1. In evaluating the management efficiency of the schools under this study, there were five schools evincing an efficiency level of 100 percent.

2. In evaluating the management efficiency in each district, there were five educational service areas exhibiting an efficiency level of 100 percent.

3. In evaluating the management efficiency in schools as per school size classification, there were :

a. 7 small sized schools exhibiting an efficiency level of 100 percent

b. 5 medium sized schools displaying an efficiency level of 100 percent

c. 5 large sized schools showing an efficiency level of 100 percent.
