| Abstract | บทคัดย่อ การวิจัย เรื่อง ยุทธศาสตร์การพัฒนาเพื่อการแก้ปัญหาอุบัติเหตุจราจรทางบก ในเขตเทศบาลนครนครสวรรค์ จังหวัดนครสวรรค์นี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาของเยาวชนที่มีความเสี่ยงต่อการเกิดอุบัติเหตุจราจรทางบก และเพื่อสร้างรูปแบบยุทธศาสตร์การพัฒนาเพื่อการแก้ปัญหาการเกิดอุบัติเหตุจราจรทางบก รวมทั้งประเมินประสิทธิผลของยุทธศาสตร์การพัฒนานั้น โดยมีกลุ่มตัวอย่างเป็นนักเรียนระดับประกาศนียบัตรวิชาชีพ วิทยาลัยเทคนิคนครสวรรค์ จังหวัดนครสวรรค์ เครื่องมือที่ใช้ในการวิจัยสภาพปัญหา ประกอบไปด้วย แบบสอบถาม ซึ่งเป็นแบบสอบถามเกี่ยวกับ ความรู้เกี่ยวกับการป้องกันอุบัติเหตุ และข้อมูลเกี่ยวกับพฤติกรรมในการป้องกันอุบัติเหตุด้านการป้องกันตนเอง และใช้การสัมภาษณ์ จากนั้นนำข้อมูลที่ได้มาสร้างและทดลองใช้ยุทธศาสตร์โดยการอบรมกลุ่มตัวอย่างในเรื่องความรู้ความเข้าใจเกี่ยวกับกฎจราจร และประเมินประสิทธิผลการใช้ยุทธศาสตร์ด้วยการหาค่าความถี่ (f) ค่าร้อยละ (%) ค่าเบี่ยงเบนมาตรฐาน ( ) และค่าสถิติที (T-test) ผลจากการวิเคราะห์สภาพและปัญหาของเยาวชนที่มีความเสี่ยงต่อการเกิดอุบัติเหตุจราจรทางบกในเขตเทศบาลนครนครสวรรค์ พบว่าปัญหาที่ทำให้เกิดยุทธศาสตร์การพัฒนา ได้แก่ นักเรียนระดับประกาศนียบัตรวิชาชีพ ขับขี่รถจักรยานยนต์เกิดอุบัติเหตุบ่อยครั้งมาก ปัจจัยที่ทำให้เกิดปัญหา ได้แก่ นักเรียนระดับประกาศนียบัตรวิชาชีพ ขาดความรู้ความเข้าใจในกฎระเบียบการจราจร การขับรถด้วยความเร็วสูง ผู้ขับขี่มีความประมาทในการขับขี่รถจักรยานยนต์และไม่เคารพกฎจราจร ส่งผลให้นักเรียนได้รับบาดเจ็บจากอุบัติเหตุ ทำให้ขาดเรียน เสียค่าใช้จ่ายในการรักษาพยาบาลบางรายพิการและเสียชีวิต เป้าหมายหลักของการสร้างยุทธศาสตร์การพัฒนา จึงเป็นการดำเนินการเพื่อแก้ไขปัญหาการเกิดอุบัติเหตุจากการขับขี่รถจักรยานยนต์ของนักเรียนระดับประกาศนียบัตรวิชาชีพ ผลการสร้างรูปแบบยุทธศาสตร์การพัฒนาเพื่อการแก้ปัญหาการเกิดอุบัติเหตุจราจรทางบก ที่ใช้ในการแก้ปัญหาการเกิดอุบัติเหตุจราจรของนักเรียนระดับประกาศนียบัตรวิชาชีพ วิทยาลัยเทคนิคนครสวรรค์ จังหวัดนครสวรรค์ได้แก่รูปแบบการฝึกอบรมให้ความรู้เพื่อป้องกันอุบัติเหตุจากการขับขี่รถจักรยานยนต์ ที่จะนำไปสู่การแก้ปัญหาใน 2 ประเด็นปัญหา ได้แก่ เพื่อให้นักเรียนมีความรู้ความเข้าใจเกี่ยวกับกฎระเบียบการจราจรมากขึ้น และเพื่อให้นักเรียนมีพฤติกรรมในการขับขี่รถจักรยานยนต์ปลอดภัยดีขึ้น โดย มีการดำเนินงานใน 2 ขั้นตอน ได้แก่ การฝึกอบรม เรื่อง กฎระเบียบจราจรที่ใช้ในการขับขี่รถจักรยานยนต์ และการติดตามและประเมินผลการใช้ยุทธศาสตร์การพัฒนา ผลการประเมินยุทธศาสตร์การพัฒนา พบว่า นักเรียนระดับประกาศนียบัตรวิชาชีพ วิทยาลัยเทคนิคนครสวรรค์มีความรู้ ความเข้าใจในกฎระเบียบจราจรที่ใช้ในการขับขี่รถจักรยานยนต์ และสามารถนำไปใช้ในชีวิตประจำวันได้ มีพฤติกรรมในการขับขี่รถจักรยานยนตร์ที่ถูกต้องปลอดภัยทำให้การประสบอุบัติเหตุลดลง มีการสูญเสียจากการบาดเจ็บและเสียค่าใช้จ่ายในการรักษาพยาบาล ตลอดจนเกิดการเสียชีวิตจากอุบัติเหตุจากการขับขี่รถจักรยานยนต์ที่ไม่รู้กฎระเบียบจราจร, นอกจากนี้ยังพบว่านักเรียนมีพฤติกรรมการขับขี่ที่ไม่ปลอดภัยลดลงร้อยละ 62.40 คำสำคัญ : ยุทธศาสตร์ การพัฒนา เพื่อ การแก้ปัญหา อุบัติเหตุจราจรทางบก Abstract This research was aimed to study the conditions and problems of youth who were at risk of traffic accidents in the Nakhon Sawan Municipality, Nakhon Sawan Province, to create a strategy for solving the problems, and to evaluate the effectiveness of the strategy. The sampling group consisted of students in the vocational level in Nakorn Sawan Technical College. The tools used consisted of a questionnaire an interview, asking about problems of accident prevention knowledge, information about behavior of self-protection from accidents. The information and data obtained were used to construct a strategy in forms of the training for the samples to know about the traffic rules. An evaluation of the effectiveness of the strategy was carried out with frequency (f), percentage (%), standard deviation ( ) and t (T-test). The results concerning with the states and problems of youth with risk in motorcycle accidents in the municipal area were found that the problems which lead to the development of strategy were that vocational college students often had motorcycle accidents because of the lack of knowledge and understanding about the traffic rules. They drove at high speeds with reckless and ignorance of the traffic rules. As a result, students had been injured in an accident, absent from class, charged for medical care, disable and death in some cases. The main goal of the development strategy is working to resolve incidents of all students in vocational institutions who rode motorcycles. The model of development of the strategy for solving the traffic accidents problems was used to solve the problems for diploma students in the Nakhonsawan Technical College. It included the model training to educate how to prevent accidents, which would lead to the solution for two issues: to provide students with more knowledge and understanding of the traffic rules and to increase safety for the students. The operation of the strategy was conducted in two stages: training on traffic rules for students and monitoring and evaluation of the developed strategy. The result of assessment of the strategy revealed that the students in vocational colleges had further knowledge and understanding of traffic rules, they could apply the knowledge for their everyday driving, which lead to the reduction of motorcycle accident, injury, cost of medical care and deaths from the accident caused by the lack of knowledge about the traffic rules. It was also found that the unsafe driving behavior of the students was decreased by 62.40 percent. Keywords : development strategy for tackling traffic accident. |
