| Abstract | Decision Support System (DSS) have been an important field in information system research, while a major limitation of these DSSs is their incapacity to take spatial and temporal data into account. In the real world, many decision problems are spatially collaborative in nature. As a result, the research interests in integrating Geographic Information Systems (GIS) and DSS have sprung up in the past decades. Accordingly, the Spatial Decision Support System (SDSS) was created, which provides a framework for integrating database management systems with analytical models, graphical display and tabular reporting capabilities. However, when dealing with urban development issues, these SDSSs have been traditionally recognized as centralized, bureaucratic and top-down approaches carried out by municipal planning offices, planning authorities and other stakeholders. Thus, the development of participatory approaches that can provide an interactive, open, democratic, communicative, group-based, and informed deliberative process which involves both experts and non-experts have been emerging needs. The burgeoning development of Internet especially World Wide Web (WWW) technologies provides the potential to overcome this limitation. As an effective tool for participatory selection, prioritization, and integration of decision options for urban management, the space-time distributed environment of the Web-based SDSS (WebSDSS) not only provides the flexibility for working in different places and participantsโ time convenience, but also offers equal opportunities for participation. Making full use of WebSDSSs can play a significant role in urban management processes such as urban planning (land-use, infrastructure planning), public safety publicity and education, monitoring and early warning for disaster risks, evacuating routes design and guidance, and evaluation of the delivery and coverage of disaster relief materials, et |
