| Abstract | การแพร่ระบาดของโรคติดต่อโควิด-19 ถือเป็นวิกฤติทางสุขภาพครั้งยิ่งใหญ่ที่ท้าทายศักยภาพในการอภิบาลของรัฐ โดยทั่วไป การรับมือวิกฤตินี้มีลักษณะของการใช้คำสั่งและอำนาจทางปกครองเป็นส่วนมากซึ่งสะท้อนลักษณะของรัฐราชการที่กำกับกลไกการอภิบาลของในมิติสาธารณสุข การวิจัยชิ้นนี้ มุ่งศึกษากลไกการอภิบาลเพื่อควบคุมโรคของระบบสาธารณสุขและค้นพบว่าระบบนี้มีกลไกที่ได้รับการออกแบบมาเพื่อตอบสนองต่อวิกฤติสุขภาพที่สำคัญ 3 ประเภท ได้แก่ กลไกในการตัดสินใจ กลไกทางด้านการสื่อสาร และกลไกในการปฏิบัติการ กลไกเหล่านี้ในทางปฏิบัติถือว่าเป็นกลไกสาธารณสุขของรัฐที่มีประสิทธิภาพและอยู่ภายใต้ การกำกับดูแลของหน่วยงานราชการ บทความนี้ ยังชวนตั้งข้อสังเกตเบื้องต้นถึงปฏิสัมพันธ์ระหว่างฝ่ายการเมืองและข้าราชการประจำที่น่าสนใจอันมาจากการอภิบาลกลไกเหล่านี้อีกด้วยThe Covid-19 pandemic can be regarded as a mega health crisis which has challenged the governance capacity of the state. Overall, governmental responses to the crisis were heavily relied on administrative power and orders signifying the character of the bureaucratic state that regulates governance mechanisms at the central. This research investigated governance mechanisms of disease control of the Thai public health system and found that three types of health governance mechanism designed to properly response to the health crises have been employed: decision-making mechanism, communication mechanism, and operational mechanism. These health governance mechanisms can, in effect, be regarded as effective government mechanisms regulated by bureaucracy. This article also speculate about the interesting interaction between the political elites and bureaucrats in the governance of Covid-19. |
