Abstract This research pursued three objectives: (1) to analyze the value of social capital and cultural capital of Ban Pa Miang community as Geo-Social Capital linking place identity with local governance mechanisms; (2) to examine the community's spatial management processes and policy adaptation under spatial power structures and conservation forest management policy constraints; and (3) to propose guidelines for developing social and cultural capital toward a sustainable nature-based tourism management model grounded in community good governance and Place-Based Governance. This study employed a qualitative case study methodology with 38 key informants comprising community leaders, local wisdom holders, miang tea farmers, national park officials, and area stakeholders. Research instruments included in-depth interviews, field observation forms, document analysis records, and focus group discussion protocols. Data analysis was conducted through content analysis, interpretive description, and inductive reasoning, verified through triangulation. Findings revealed that Ban Pa Miang community possesses strong and distinctive Geo-Social Capital across three dimensions: Bonding Capital through communal labor systems, forest fire watch rotation, and equitable homestay queues; Bridging Capital through networks with northern miang communities; and Linking Capital through negotiation processes with national park authorities. The community employed three negotiation strategies: technical data and GPS mapping, national network alliances, and ecotourism legitimacy-building—successfully transitioning from encroacher to conservation partner. Synthesis led to a Place-Based Governance framework for sustainable nature-based tourism comprising four components: tri-sector collaborative governance, three-zone spatial delineation, three-fund benefit distribution, and an annual adaptive learning mechanism. The principal academic contribution is the development of "Geo-Social Capital" as an interdisciplinary integrative framework bridging Public Administration and Human Geography.
