Abstract There purposes of research were 1) to study the current and desirable conditions and the need of teaching and learning for students at Yala Rajabhat University in the three southern border provinces, Physical Education and Health Education Major, 5-years curriculum who studied volleyball course, 2) to develop a set for thinking skills in volleyball and 3) to study the results of applying the skill training set to use in teaching and learning activities. The sample group consisted of 1) teachers specializing in Physical Education and Health Education who were teaching in the universities in the three southern border provinces, total 5 people. 2) 35 students in Physical Education and Health Education Major, 5-years curriculum who studied in volleyball course in the first semester academic year 2018 and 31 students who studied in the second semester academic year 2019 obtained by (purposive sampling) tools used in research were as follows. 1) In-depth interview which had a precision value (IOC) of 1.0 2) The status quo and the expected condition questionnaire which had a confidence factor of .89, validity value (IOC) of 0.67-1.00., Indexing, Priority of Needs (PNI), Matrix Analysis, Content Analysis 3) Cognitive test - there was a confidence value between .86, a power value classified between .27-.67, a difficulty-easy value between .27-.80, a basic sports skill test with a confidence value of .84 4) Thinking skills assessment form with a confidence factor of .84 and an accuracy value (IOC) of 0.60-0.80 and 5) Satisfaction questionnaire with a .90 confidence factor, the statistics used in the analysis of the data were mean (x̄), standard deviation (S.D.), and t-test for dependent, t-test One group. The results of the research were as follows; 1.) The results of assessing the need for teaching and learning to strengthen thinking skills for students majoring Physical Education and Health Education, 5-years curriculum who studied volleyball. were at a high level (x̄=3.42, S.D.=0.25. The overall condition should be at the highest level (x̄=4.65, S.D.=0.13), with the overall Necessity Priority Index (PNI) = 0.36 by the measurement and evaluation of teaching and learning results at the highest need, followed by the media procurement, the selection of learning sources, and the design aspects of the activities that were brought into the lessons respectively. And overall matrix analysis in part 3 was at the poor performance, which needed to improve. 2) The study of Volleyball achievement of Physical Education and Health Education students for the 5-years curriculum by applying a set of skills training to enhance thinking in volleyball courses for students in Physical Education and Health Education, a 5-years curriculum at Yala Rajabhat University, cognitive and basic volleyball skills for students after study was significantly higher than before study at the .01 level. Moreover, the skill after studying was higher than the required criteria which was set at 70% at the .01 level statistically with an Effectiveness Index (EI) greater than .50 or 50 percent. 3) Thinking skill of students after studied with the Thinking Enhancement Skill Set in Volleyball Class for students in Physical Education and Health Education courses, 5 years academic was at a good level.
