| Abstract | The purposes of this research were to study best practice for basic educational schools quality of excellence based on the criteria of Baldrige National Quality Award and develop composite indicators for their performance excellence, in which, Criteria for Baldrige National Quality Award are designed for organizational self-assessments and receiving feedback including to help organizations have an integrated approach for organization performance management that results of good ever-improving value of students and stakeholders for high educational quality and improvement of efficiency and effectiveness and capabilities as well as organizational and personal learning overall organization. The researchers constructed best practice and composite indicators and their variables via synthesizing Baldrige Criteria’s values and concepts that are embedded beliefs and behaviors found in high-performing educational institutes, and are the foundation of integrating key requirements within results-oriented framework that creates basis for action and feedback; based on Johnstone (1981) theoretical and empirical identification of indicators and a framework for sub-divisions of educational systems. This research was quantitative research with Modified Delphi Technique approach for the study. Group of 18 experts were studied. School director, academic supervisor and school teacher were expert persons purposively selected. The researchers employed a questionnaire and a small expert in-person group meeting. Median, Interquartile Range, and Mean were used for statistical analysis. The results of the study found that 1) best practices for the quality of basic education institutions towards excellence from 18 experts are consistent with the Baldrigh National Quality Award criteria, and 2) overall indicators for performance that There are 3 areas of excellence: leading the organization with vision; Excellence that focuses on students and the aspect of giving importance to people. |
