| Abstract | Objectives: This study aimed to develop a Shura-based collaboration mechanism, design an urban plan integrating physical structure, accessibility, spatial use, network areas, and social context, and implement and evaluate stakeholder collaboration within Taluban Municipality, Pattani Province.Methodology: The study employed purposive sampling to select 34 key informants from government, education, business, and community sectors in Taluban Municipality, all with at least five years of relevant experience. Data was collected through in-depth interviews and focus group discussions, and analyzed using descriptive and content analysis.Research Findings: The study identified six key elements in the Shura-based collaboration mechanism: leader selection, planning, admonition, systemization, responsibility allocation, and inspection. It also developed a City Atlas for Taluban Municipality as a learning city, addressing physical, spatial, and social dimensions. Four network groups—local government, education sector, private sector, and civil society—played distinct roles in implementing, monitoring, and evaluating the mechanism according to their contexts and responsibilities.Contributions: The municipality was able to develop a collaborative mechanism among networks using the "Shura" process to effectively drive Taluban Municipality towards becoming a learning city, making it tangible and integrating it appropriately with the local context. |
