Abstract This research aimed to study 1) assess the needs and priorities of needs for educational management for prisoner in Loei Provincial Prison, 2) compare the need of educational management classified by education and punishment, and 3) study guidelines for developing educational management. The samples were 303 prisoner, which was obtained by stratified random sampling. The research instrument consisted of 1) the questionnaire and 2) in-depth interview form. The quantitative data were analyzed by mean, standard deviation, and using the Modified Priority Needs Index (PNIModified) technique to prioritize the needs The test statistics were One-way ANOVA, while qualitative data was analyzed by content analysis. The findings showed as follows : 1. The needs of educational management, in overall found that. The priority of the needs was the learning resources, followed by the curriculum and the type of education management. When classified by item, the first three needs: 1) Learning corner arrangement in the library through various media. 2) Prisoners could study by themselves according to the schedule, and 3) Inviting lecturers from other organizations. 2. Prisoners with different educational backgrounds and different penalties, are different needs for statistical significance at the level of .05. It was found that the prisoners with primary education levels and prisoners with a penalty of less than 2 years had needs more than other groups. 3. Guidelines for developing educational management: 1) should provide the library consist of variety of media and all so external lecturers. 2) should provide the courses that related to the labor market, modern curriculum, mind development program. and 3) educational management style should be the group meeting.
