Abstract This research is entitled 'Public Sector Policy Innovation Toward a Cashless Society in Thailand' and aims to achieve the following objectives: 1) To study the situation of Thai society and global society regarding the cashless society phenomenon. 2) To examine government policies related to the adoption of a cashless society. 3) To analyze the policy initiatives driving the transition to a cashless society through the Ministry of Finance's National Electronic Payment System Infrastructure Development Strategic Plan, which has been promoting cashless transactions since 2015. The research methodology employed qualitative research techniques, utilizing documentary collection methods and conducting in-depth interviews. The research tool utilized an interview form, and the data was analyzed through Three Frames for Innovation Policy, data reduction, and application of the three-step policy innovation concept. The study revealed that there were eight measures to implement cashless society as follows: 1) the use of e-payment within the government agencies, 2) the use of e-payment for government agencies and individuals, 3) the promotion of e-payment, 4) the development of the e-payment system 5) the development of e-payment policies, regulations and laws, 6) the determination of the policy-level payment plan, 7) the hands-on experience with e-payment in the public sectors, and 8) the establishment of the framework for government technology. All of the measures were driven by three components which were man, strategy, and communication.
