| Abstract | Inthisresearchproject theneedsfordeveloping Administrative Guidelines for Education, were considered. Current condition needs and desirable condition needs, were also identified. The objective was to have newly created Administrative Guidelines of Education serve the Administrationof Education withaview towardbecomingtheLearning Organizationof Education under the office of Mahasarakham primary educational service area 1. The project was divided into 2 phases: Phase 1 involved identifying the needs of current and desirable conditions, and the needs of The Administration of Education, with a view toward becoming the Learning Organizationof Education. A totalof327samples wereselectedfrom administratorsandteachers under the office of Mahasarakham primary educational service area 1.The research instrument was a questionnaire with the index of Item objective congruence between 0.80-1.00 and reliabilityof0.95.Thestatisticsusedforanalyzingdata werefrequency,percent, mean, standard deviation and priority needs index. Phase 2 involved development of Administrative Guidelinesof Education using focus group discussions with 7 professionals acting as informants. Theresearch instruments were focus group discussions and an evaluation form.The Statistics usedfor analyzing data were Data synthesis, mean and standard deviation.The results of the current state of Administration of Education, with a view towardbecomingtheLearning Organizationof Education, wereata moderatelevel ( =3.41, S.D.=0.65)after considering each side, personal mastery, shared vision, team learning, mental model,systems thinking and technology. Desirable conditions of the Administration of Education witha view toward becoming a Learning Organization of Education were at high level ( =4.50,S.D.=0.54). Considering each side, it was found that most of them were at the middle level.Theorder of Needs in Development of Administration Guidelines of Education found technology asthe mostneededfollowedby Personal Masteryand Shared Vision.Theofficesof Mahasarakhamprimary educational service area 1 were in 5 categories: Principle, Purpose, Mechanism,Effective Academic Management Practices, and Guidelines. Guidelines were divided into 6factors. 1. Personal mastery. 2. shared vision. 3. team learning. 4. Mental model. 5. Systemsthinking. 6. technology. The sixth category was the Conditions of Success. The results ofsuitability, possibility of developing guidelines were at a high level =4.50, S.D.=0.57), ( =4.41,S.D.=0.72) respectively. |
