| Abstract | This research project was designed to identify the current and desirable conditions, as well as the needs, of developing a start-up program titled "Creative Leadership Enhancement of Administrators" operating under the Khon Kaen Provincial Administration Organization. The teachers and administrators involved in the study were selected by purposive sampling from 226participants.Focusgroupdiscussions included7professionalsas informants.Theresearch instruments wereaquestionnaire,andanevaluationform.Thestatisticsusedforanalyzingdata were modified priority needs index, mean and standard deviation. 1. The results of current conditions, desirable conditions and needs of the Creative Leadership Enhancement of Administrators under the Khon Kaen Provincial Administration Organization showed current conditions at a high level. Considering all items, it was found that most were at the high level. Desirable conditions of Creative Leadership Enhancement of Administrators under Khon Kaen Provincial Administration Organization were at the highest level. Consideringall items, it was foundthat mostdesirableconditions wereat thehighest level. Priority needs of Creative Leadership Enhancement of Administrators under Khon Kaen Provincial Administration Organization were adaptability and flexibility followed by individualized consideration, teamwork, vision and creativity. 2. The results of the Development of Creative Leadership Enhancement Program of Administrators under Khon Kaen Provincial Administration Organization were presented in 7 parts: 1) Creative leadership will enhance the effectiveness of school administrators which willlead to solutions and systematic development in educational departments and organizations.2) change in attitude toward reinforcing creative leadership for school administrators. 3) mainpoints werevision, individualizedconsideration,creativity,adaptabilityandflexibilityandteamwork.4) structure points were preparation, training, integrated with operations and post-developmentevaluation.5)developmentpoints weretraining,andself-study.6) timeindevelopment was110hours and 7) evaluation points were pre-test, post-test and evaluation of activities accordingto the program. The results of the possibility and suitability of developing the start-up programwere at the highest level. |
