Abstract Citizen oversight of local government administration is a crucial component of good governance, as it promotes transparency, accountability, and public participation in local development. However, many sub-district administrative organizations (SAOs) face limitations in creating public participation and oversight mechanisms. This research aims to 1) study the current situation, problems, and obstacles to the role of citizen oversight in the administration of Chuen Chom Sub-district Administrative Organization, Chuen Chom District, Maha Sarakham Province, and 2) propose guidelines for promoting the role of citizen oversight in the administration of Chuen Chom Sub-district Administrative Organization. This is a qualitative research study, collecting data from documents and in-depth interviews with 35 key informants, including administrators, SAO council members, community leaders, volunteer groups, and citizen representatives. The research instrument used was a semi-structured interview guide. Data was analyzed using content analysis. The research findings indicate that the role of citizen oversight in the administration of Chuen Chom Sub-district Administrative Organization is still characterized by passive participation. Six related factors were identified: 1) Regarding the role of community leaders, it was found that community leaders act as intermediaries in communicating information between the SAO and the public, but the dissemination of information is not comprehensive; 2) Regarding public awareness.The findings indicate that: 1) Regarding community strength, some citizens still view oversight as the responsibility of sub-district administrative organization council members and community leaders. 2) Regarding community resilience, the formation of groups to monitor the sub-district administrative organization's work is inconsistent and dependent on the leadership of certain groups. 3) Regarding government policies and organizations, the channels for information disclosure and mechanisms to support participation are not conducive to proactive oversight. 4) Regarding benefits, citizens prioritize activities that clearly benefit the community. 5) Regarding communication and public relations, communication channels do not adequately reach the elderly and those without technological access. Recommendations for promoting the role of the public sector include: developing the capacity of community leaders and STRONG networks; building knowledge of laws, rights, duties, and responsibilities of the sub-district administrative organization; increasing communication channels that are easily understood and accessible to all groups of citizens; and designing participatory mechanisms that allow citizens to continuously and concretely monitor administration.
