Description ABSTRACTThe researching objective is to develop the effectiveness institutions administrative model for the visually impaired. The research has 3 steps: 1) The study of conditions, problems and barriers of the institutions administrative for the visually impaired. There are 5 frameworks;the informants, the administrators, institution based board and teachers were 165 people. The questionnaires are the instruments and data analyzes by average and data analysis. 2) Creating effectiveness institutions administrative model for the visually impaired by bringing the research result from step 1 and studying the guidelines of special education administration rewarded the royal award to create the effectiveness institutions administrative model for the visually impaired. There are 6 elements and checking the suitability of the model by the experts. 3) Studying the result of using the effectiveness institutions administrative model for the visually impaired by taking the experimenting and evaluating the possibility and benefits of the model by seminar the professionals and administrators.The research results found that the conditions of the institutions administrative for the visually impaired. The actually practices overview level of maximum ( = 4.38). The problems and barriers of academic are required the variety methods of learning activities, the measurement and evaluation are not appropriate with the student and teaching materials are not enough for students. The personnel administration is required the specific knowledge teachers and necessary skills for teaching the visually impaired and also required the quantitative of teachers. The planning and budget caused of the budget cost per students’ head gets less than the actual cost. The technology media and teaching material must be imported from foreign countries and expensive cost. The general administrative required the public relations to the parents, social and community had realized and approved of the educational importance and data information of the disabilities are not linked and integrated with the sharing information. The student affair caused of the farther home and the poverty.2) The effectiveness institutions administrative model for the visually impaired has 6 elements;there are the principle of model, the objective of model, the system and mechanism of model, the operating method of model, evaluation guideline of model and condition of model.3) The result of the effectiveness institutions administrative model for the visually impaired has overview possibility with the maximum level ( = 4.61) and the benefits has overview with the maximum level ( = 4.71)
