| Abstract | Yangon has experienced the rapid urban growth over the past decade as the result in fragmented land-use patterns, increasing traffic congestion and limited integration between transport development and urban development. Existing studies on the YCR primarily focus on railway modernization, infrastructure improvement and transport performance. However, fewer studies have examined accessibility, multimodal integration, land-use conditions, governance coordination and development opportunities together at the station-area level.This study examines Ma Hlwa Gone Station by using the TOD framework. TOD is adopted as the main planning concept, while the Rail + Property approach and governance considerations are incorporated to examine development opportunities and implementation conditions. A mixed-method case study approach was employed by combining with GIS-based spatial analysis, accessibility and walkability assessment within a 400-800 m station catchment area. Field observations, stakeholder interviews, policy review and STEEP analysis are also carried out as a supporting qualitative tool.The findings indicate that physical improvements for the station alone does not ensure effective station accessibility. Weak connections between the station and YBS services further reduce multimodal accessibility. The station area contains dense residential communities, local commercial activities, busiest socio-economic activities and MR-controlled land. However, these assets remain poorly integrated with the station environment. Limited institutional coordination among responsible agencies, the absence of clear development and value-capture mechanisms further constrains the TOD implementation at the station.Based on these findings, recommendations and frameworks are proposed to improve pedestrian accessibility, multimodal integration, institutional coordination and station-area development at Ma Hlwa Gone Station. The findings may support future TOD planning and station-area development in Yangon. |
