Abstract This research presents guidelines for developing cultural capital for tourism in Si Sa Ket Province. Its core principle lies in creating a truly community-centric tourism management process rather than merely showcasing pre-existing cultural assets. The findings reveal a blueprint for transforming local culture into a tool for sustainable economic and social development which consists of systematically interconnected dimensions. The first dimension is laying the foundation of a managerial infrastructure. The research indicates that success depends not only on the tourist attractions themselves but must begin with building strong operational mechanisms. Establishing a database of learning resources coordinating with all sectors and defining clear strategies are essential foundational steps. Furthermore, establishing coordination units and committees composed directly of local people creates a sense of true "ownership" and shared understanding. These structures act as the backbone that supports tourism activities allowing them to proceed with clear direction and unity. The second dimension the development of human and social capital is more profound than mere management; it is about creating the "spirit" of community-based tourism. Instilling a sense of shared responsibility among community members for preserving cultural heritage and the environment transforms residents from mere "inhabitants" into "guardians and custodians of their culture." Moreover, the approach of adding value by researching and reviving valuable traditions as well as highlighting the local wisdom of folk scholars as a "selling point" creates distinct and valuable experiences for tourists. This process transforms intangible cultural assets into vibrant and engaging tourism products. The final dimension is achieving sustainability through evaluation and institutionalization. The development model proposed is not static; it is a dynamic process that requires continuous evaluation and improvement to ensure it can consistently respond to the changing needs of both the community and visitors. This step creates a mechanism for perpetual learning and development leading to the ultimate goal of making "cultural capital" an "institutionalized" asset. This means it becomes recognized has a concrete management structure and is permanently integrated into the community's identity and way of life regardless of the community's ethnic diversity.
