| Abstract | This paper presents the debate about social welfare in capitalism between the universal welfare concept and the targeted welfare system for the poor. By considering through the foundations of philosophy, politics and economics. The presentation is divided into three parts, which are 1. The basic welfare system in capitalism and its contradictions 2. The foundation of the residual welfare 3. The reason behind the universal comprehensive welfare system. In summary, the article points out that under the expansion of neoliberalism, the residual welfare occupied the main stream of welfare policy, with reproducing the philosophical explanation and the effectiveness of resource allocation to legitimate the inequality. By the mean time, the universal welfare system challenges the inequality of capitalism, which appears to differ in terms of philosophy, resource allocation and power relations. |
