| Abstract | This research article aims to (1) examine the challenges faced by rescue volunteers in Bangkok in the performance of their duties, and (2) develop management and prevention measures to address these challenges. This study employed a qualitative research approach. The key informants consisted of 25 individuals, including (1) five representatives from government agencies, (2) six representatives from private sector organizations involved in rescue operations, (3) ten members of the public who had experienced disasters, and (4) four experts. The research instruments included semi-structured interviews and focus group discussions, and data were analyzed using content analysis. Findings are as follows: (1) The problems in the performance of duties by rescue volunteers in Bangkok can be categorized into two main areas: (a) operational issues, including inadequate qualifications of volunteers, theft, competition over injured or deceased individuals, actions causing damage to forensic investigations, and a lack of knowledge and skills in providing assistance; and (b) management-related issues, such as a lack of collaboration between organizations, insufficient budget, weak leadership, and the absence of a central public authority overseeing rescue foundations. (2) The proposed advocating for the enactment of a specific Rescue Foundation Act to regulate and supervise volunteer rescue operations management and prevention measures include promoting good organizational management, integrating information technology, and presenting legal about the rescue foundation. |
