บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาความคิดเห็นที่มีต่อรูปแบบการบริหารจัดการเครือข่ายสถานศึกษาของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา 2) เพื่อสร้างรูปแบบการบริหารเครือข่ายสถานศึกษาของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา และ 3) เพื่อตรวจสอบรูปแบบการบริหารเครือข่ายสถานศึกษาของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา วิธีดำเนินการวิจัยมี 3 ขั้นตอนดังนี้ ขั้นตอนที่ 1 ศึกษารูปแบบการบริหารเครือข่ายสถานศึกษา ขั้นตอนที่ 2 สร้างและปรับปรุงรูปแบบ ขั้นตอนที่ 3 การตรวจสอบรูปแบบ กลุ่มตัวอย่าง ขั้นตอนที่ 1 ได้แก่ ผู้อำนวยการหรือรองผู้อำนวยการสำนักงานเขตพื้นที่การศึกษาประถมศึกษา จำนวน 126 คนเพื่อการศึกษาระดับความคิดเห็นที่มีต่อรูปแบบ ขั้นตอนที่ 2 ได้แก่ ผู้ทรงคุณวุฒิในการสนทนากลุ่ม จำนวน 12 คน เพื่อปรับปรุงรูปแบบ และขั้นตอนที่ 3 ได้แก่ ผู้อำนวยการหรือรองผู้อำนวยการสำนักงานเขตพื้นที่การศึกษาประถมศึกษา จำนวน 126 คน ในการตรวจสอบความเหมาะสมและความเป็นไปได้ของรูปแบบเครื่องมือที่ใช้ในการวิจัย ขั้นตอนที่ 1 คือ แบบสอบถามเพื่อศึกษาระดับความคิดเห็นที่มีต่อรูปแบบการบริหารเครือข่ายสถานศึกษาขั้นตอนที่ 2 คือ เอกสารประกอบการสนทนากลุ่ม และขั้นตอนที่ 3 คือ แบบสอบถามเพื่อตรวจสอบความเหมาะสมและความเป็นไปได้ของรูปแบบการบริหารเครือข่ายสถานศึกษา ผู้วิจัยดำเนินการเก็บรวบรวมข้อมูลด้วยตนเอง และทางไปรษณีย์ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่ารูปแบบการบริหารเครือข่ายสถานศึกษา ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา มีความเหมาะสมและความเป็นไปได้ในระดับมาก ทั้งในเรื่องคุณลักษณะของรูปแบบและองค์ประกอบของรูปแบบ ซึ่งประกอบไปด้วย 6 องค์ประกอบ คือ 1) วัตถุประสงค์ของเครือข่ายสถานศึกษา มีรายละเอียด 5 ข้อย่อย 2) โครงสร้างของเครือข่ายสถานศึกษา มีรายละเอียด 10 ข้อย่อย 3) บทบาทหน้าที่ของเครือข่ายสถานศึกษามีรายละเอียด 12 ข้อย่อย 4) คณะกรรมการเครือข่ายสถานศึกษา มีรายละเอียด 12 ข้อย่อย 5) การบริหารงานของเครือข่ายสถานศึกษามีรายละเอียด 9 ข้อย่อย และ 6) การระดมทรัพยากร มีรายละเอียด 9 ข้อย่อย

Abstract

This study aimed to present a school network administrational form of theprimary educational service area office. The study contained 3 steps. The first step was to study the operating condition of the education network administration of theprimary educational service area office. The second step was to draft and improve the administrational model of theprimary educational service area office. And the third step was to determine the model and the sample of theprimary educational service area office. In the first step, the data was collected from the 126 directors or deputy directors of theprimary educational service area office in order to study their opinionsof the model. In thesecond step, the data was collected from 12 experts in a focus group discussion in order to improve the model. In the third step, the data was collected from the 126 directors or deputy directors of theprimary educational service area office in order to check the suitability and feasibility of the model.Questionnaires were used in step 1 in order to study the opinions of the model. Focus group discussion documents were used in step 2, and questionnaires were used in step 3 to check suitability and feasibility of the model. The researcher collected data manually and by mail. The statistics used for data analysis were percentage, average, standard deviation and content analysis.

The results showed that the school network administration of primary educational of area office was appropriate and feasible on a large scale. The result was measured in terms of features and style elements. The features and style elements consisted of six components. 1) The purpose of the school network which is detailed in five parts 2) the structure of school network which is detailed in ten parts 3) the role of the school network which is detailed in twelve parts 4) a board of school network committees which is detailed in twelve parts 5) the administration of the school network which is detailed in nine parts, and6) the mobilization of resources which is detailed in nine parts.
