บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) การบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองเพชรบูรณ์ 2) ประสิทธิภาพการบริหารงานของเทศบาลเมืองเพชรบูรณ์ ในด้านการพัฒนาระบบราชการ การกำหนดนโยบาย การลดขั้นตอนการปฏิบัติงาน การอำนวยการ และการประเมินผลปฏิบัติงาน 3) ความสัมพันธ์ระหว่างความสัมพันธ์ระหว่างการบริหารงานตามหลักธรรมาภิบาลกับประสิทธิภาพการบริหารงานของเทศบาลเมืองเพชรบูรณ์ การวิจัยครั้งนี้เป็นการวิจัยแบบเชิงสำรวจ (Survey research) กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ บุคลากรของเทศบาลเมืองเพชรบูรณ์และประชาชนที่อาศัยอยู่ในเขตเทศบาลเมืองเพชรบูรณ์ จำนวน 384 คน วิเคราะห์ข้อมูลสถิติค่าร้อยละ, ค่าเฉลี่ย และ การวิเคราะห์หาความสัมพันธ์ด้วยค่าสัมประสิทธิ์สหสัมพันธ์อย่างง่ายของเพียรสัน Pearson Product Moment Correlation

ผลการวิจัยพบว่า

1. การบริหารงานตามหลักธรรมาภิบาลของเทศบาลเมืองเพชรบูรณ์ โดยรวมรวมอยู่ในระดับมาก และเมื่อพิจารณาจากรายด้านพบว่า ด้านหลักนิติธรรม อยู่ในระดับมากที่สุด ด้านหลักคุณธรรม และ ด้านหลักความรับผิดชอบ อยู่ในระดับมาก ส่วนด้านหลักการมีส่วนร่วม ด้านหลักความคุ้มค่า และด้านความโปร่งใส อยู่ในระดับปานกลาง ตามลำดับ

2. ประสิทธิภาพการบริหารงานของเทศบาลเมืองเพชรบูรณ์ โดยรวม อยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า ด้านการอำนวยการ อยู่ในระดับมากที่สุด รองลงมา ด้านการลดขั้นตอนการปฏิบัติงาน ด้านการประเมินผลการปฏิบัติงานราชการ ด้านการพัฒนาระบบราชการ อยู่ในระดับมาก และ ด้านการกำหนดนโยบาย อยู่ในระดับน้อยที่สุด

3. ผลการศึกษาความสัมพันธ์ระหว่างความสัมพันธ์ระหว่างการบริหารงานตามหลักธรรมาภิบาลกับประสิทธิภาพการบริหารงานของเทศบาลเมืองเพชรบูรณ์ พบว่า ตัวแปรบางตัวมีความสัมพันธ์กับการบริหารงานของเทศบาล คือ หลักนิติธรรม หลักคุณธรรม และหลักความรับผิดชอบ มีค่าน้อยกว่าค่านัยสำคัญทางสถิติที่ระดับ .05 แสดงว่า หลักธรรมาภิบาลของเทศบาล ได้แก่ หลักนิติธรรม, หลักคุณธรรม และหลักความรับผิดชอบ มีความสัมพันธ์กับประสิทธิภาพการบริหารงานของเทศบาล

Abstract

This research was aimed to study 1) the administration following the Good governance of Muang Phetchabun Municipality, 2) the efficiency of administration of Muang Phetchaboon Municipality in terms of the bureaucracy development, the policymaking, the performance reduction, the direction, and the evaluation of performance, and 3) the correlation between the administration following Good Governance and Administrational Efficiency of Muang Phetchabun Municipality. This research was the Survey research. The samples used for study were of 384 officers working and people living in Muang Petchaboon Municipality. The statistics for analysis data were Frequency, percentage, arithmetic mean, standard deviation, and the Pearson Product Moment Correlation.

The research results were found as follows;

1. The administration following the good governance of Muang Phetchabun Municipality as overall was found at highest level. When considering each aspect, it was found that the rule of law was in the highest level, morality and the responsibility were in the high level, and the aspect of the participation, the accountability and transparency were in the moderate level respectively.

2. The efficiency of administration of Muang Phetchaboon Municipality as overall was in the highest level. When considering each aspect, it was found that the directing was in the highest level. The working step reduction, the bureaucracy development and were in the high, and the lowest level was the evaluation of performance.

3. the correlation between the administration following Good Governance and Administrational Efficiency found that the factor that correlated to the Administrational Efficiency were the rule of law, the morality and the accountability by statistical significant level of .05. It was concluded that the Good Governance, especially the rule of law, the morality and the accountability effected to administrational efficiency.
