| Abstract | บทความชิ้นนี้เป็นบทความที่ขยายผลต่อจากโครงการวิจัย การเสริมสร้างความเข้มแข็งของพลเมืองระดับท้องถิ่น กรณีศึกษา: เทศบาลตำบลอุโมงค์ จังหวัดลำพูน และองค์การบริหารส่วนตำบลคอรุม จังหวัดอุตรดิตถ์ โดยมีวัตถุประสงค์เพื่อศึกษา 1) ความเป็นพลเมืองของประชาชนในพื้นที่องค์การบริหารส่วนตำบลคอรุม อำเภอพิชัย จังหวัดอุตรดิตถ์ โดยเชื่อมโยงมิติทางประวัติศาสตร์ 2) ประวัติศาสตร์บุคคลสำคัญในท้องถิ่นของพื้นที่องค์การบริหารส่วนตำบลคอรุม อำเภอพิชัย จังหวัดอุตรดิตถ์กับการส่งเสริมการเป็นพลเมืองเข้มแข็ง โดยได้มีวิธีการในการศึกษา ได้แก่ 1) การศึกษาข้อมูล เอกสาร ตำรา ทางประวัติศาสตร์ และการเก็บข้อมูลโดยใช้แบบสอบถาม 2) การจัดประชุมแบบกลุ่มย่อย (Focus Group) ผลการศึกษาพบว่า 1) ประชาชนในพื้นที่มีความเป็นพลเมืองในระดับสูงเนื่องจากภายในพื้นที่มีการนำเอามิติทางประวัติศาสตร์สร้างสำนึกความเป็นพลเมืองผ่านระบบคิดแบบ Culture Hero หรือวีรบุรุษทางวัฒนธรรม โดยมี พ่อพิชัยหรือพระยาพิชัย เป็นแบบอย่าง อันเป็นต้นแบบการเป็นพลเมืองเข้มแข็งขององค์การบริหารส่วนตำบลคอรุม โดยผ่านการกระบวนการทางสังคม 2) ประวัติศาสตร์บุคคลสำคัญในท้องถิ่นของพื้นที่องค์การบริหารส่วนตำบลคอรุม อำเภอพิชัย จังหวัดอุตรดิตถ์ กับการนำไปสู่การเป็นพลเมืองเข้มแข็ง ในพื้นที่องค์การบริหารส่วนตำบลคอรุม มีประวัติศาสตร์ท้องถิ่นที่ประชาชนรับรู้ร่วมกันคือ พระยาพิชัย หรือ พ่อพิชัย ที่เป็นวีรบุรุษคนสำคัญในการกอบกู้บ้านเมือง มีความกล้าหาญ เสียสละ และรักท้องถิ่น แนวคิดนี้เป็นต้นแบบของการผลิตแนวคิดผ่านกระบวนการกล่อมเกลาทางสังคม ของคนในพื้นที่องค์การบริหารส่วนตำบลคอรุม ที่ส่งผ่านจากรุ่นสู่รุ่น เพื่อสืบทอด แนวคิดและผลิตซ้ำความเป็นพลเมืองดี พลเมืองเข้มแข็งแบบคอรุม This article is an extension of the research project.
