| Abstract | The article "Strategic Development of in Higher Education" The objectives of this study were to study problems and solutions of problems of personnel in higher education organizations for developing human resources. Discussing issues in various aspects of the organization are Potential Quality Issues, Human Resource Management, The lack of a positive attitude towards the job, Wage problem remuneration Legal issues, regulations, and volume issues. The strategy is used to determine the direction of organizational change in a better way, which is called development, or in the same way, a corrective approach is used. The students can be classified into 3 dimensions is Potential dimension, Performance dimension, Dimensions of competence. From the author's perspective, the potential development of human resources can analyze the problems of personnel. All 6 problems were mentioned above. From the problems found, the authors propose solutions to problems is Guideline for quality development and staffing, Human Resource Management Approach, Guidelines for creating a positive attitude towards the job, creating incentives for work, Regulatory Approach and the management of the volume of personnel is not enough. This will result in the personnel performing their work or doing things according to the standards and resulting in the organization conducting various activities. The purpose.
