Abstract Memos are written communication skills that students need to use in various communication tasks within the college. Upon graduation, they can be used to further their careers. Therefore, the ability to write memos is an important skill that students should develop to their full potential. This research has the research objectives to 1) study a comparative of the memo writing ability of students at the high vocational certificate before and after learning management using the RAFT writing strategy, and 2) study the opinions of high vocational certificate students on the learning management using the RAFT writing strategy. The sample group used in this research is the high vocational certificate students of Chonburi Vocational College, MueangChonburi District, Chonburi Province, who were studying the Thai Language Skills for Occupational Communication course in the first semester of the academic year 2025, obtained by cluster sampling using classroom as a random unit, with a total of 23 studentsThe research instruments included 1) three lesson plans on memo writing, 2) A memo writing ability assessment form, and 3) A questionnaire on students' opinions towards the learning management. The statistics used for data analysis were the arithmetic mean (M), standard deviation (SD), and Paired t-test.The research showed that 1) The memo writing ability of high vocational students who learned using the RAFT writing strategy after learning was significantly higher than before learning at the .05 level 2) High vocational certificate students had a high level of opinion towards learning management using the RAFT writing strategy (M = 3.99, SD = 0.23).
