| Abstract | This research is a qualitative study with the following objectives: To investigate the situation, problems, and solutions related to water scarcity in agriculture in Thailand from the past to the present. To study the management of small-scale water sources using cement ring wells. To examine power relationships in cement ring well construction among community members, between communities, and between the government and communities. To assess the outcomes of cement ring well construction in reducing community poverty. Data was collected through document research, related articles, field studies, in-depth interviews, group discussions, and participatory observations. The research findings indicate that water scarcity in Thai agriculture is primarily caused by irregular rainfall and changes in the watershed's environmental system. Collaboration between government agencies, private sector, civil society, and communities is crucial for addressing this issue. The use of cement ring wells has proven to be an efficient solution, helping communities maintain a year-round water supply while demonstrating durability and cost-effectiveness. The success of cement ring well construction relies on decision-making and collaboration among community members and their relationship with both neighboring communities and government authorities. Implementing cement ring wells has reduced poverty in these communities by increasing income, decreasing debts, and improving overall living conditions due to consistent access to water throughout the year. Policy recommendations include decentralizing decision-making and resource-sharing with communities, providing support for information, knowledge, and modern technology while respecting local wisdom. This approach would enhance the efficiency of water management. It is essential to strengthen community self-reliance and promote a sufficiency economy philosophy. If the government makes cement ring well technology a national policy, it could significantly alleviate water scarcity for agricultural purposes, ultimately reducing poverty. |
