Abstract The Objectives of this research were as follows: 1) to study the history and importance of Buddhism propagation, 2) to study the problems and obstacles in the Buddhist propagation in Norway of Thai Dhammadutas, and 3) to propose the strategies for Buddhist propagation in Norway of Thai Dhammadutas, in which was a qualitative research and analyze the potential of Buddhist propagation in Norway of Thai Dhammadutas by using the diamond model system in all 4 aspects, namely the propagation factor status, demand status, propagation related to support, and the strategy, structure, and competitive condition of the temple and Thai Dhammadutas. And analyze the internal and external environment as well as analyze the SWOT in which had problems and obstacles in the operation, including the need to develop future strategies respectively. And then the TOWS matrix was analyzed to lead to a synthesis of Thai Dhammadutas's strategies for developing a strategy for Buddhist propagation in Norway. The results were showed that guidelines for the development of the propagation of Thai temples and Buddhist monks on abroad, the case of the strategy for Buddhist propagation in Norway of Thai Dhammadutas, the results of the analysis were considered new knowledge. That were found that there as were four development strategies: 1) development to raise the quality of Buddhist propagation into the international standard system; 2) development of Thai temples and Thai Dhammadutas, login to cultural tourism database; 3) proactive public relations and marketing on Buddhism to foreign countries; and 4) promotion of participation of Thai communities on abroad in order to strengthen Buddhism, communities, monks and local agencies on abroad. And in addition, government agencies in the country such as the sangha or the National Office of Buddhism had should promote and raise the base of Thai Dhammadutas.
