| Abstract | This research aims to study the legal problems of Environmental Impact Assessment (EIA) System for local road construction in Thailand. The research revealed a number of problems that should be concerned for the EIA System for local road construction in Thailand comprising: (1) limitation of provision of relevant laws: it is not clear whether local road construction is required to conduct EIA. This significantly leads to misinterpretation of laws and eventually would lead to law violation (2) there is lack of effective coordination among responsible authorities (3) being complicated and highly technical of the content of the EIA report (4) lack of effective public participation (5) lack of effective monitoring approach (6) the limitation of expert review committee; especially regarding the limitation of available time and data used to review the EIA report, and (7) there is insufficient field research and public hearing for EIA. |
