| Abstract | The rapid advancement of Artificial Intelligence (AI) exerts profound impacts on global economic and social structures. While enhancing operational efficiency, AI applications exacerbate risks such as deepfakes, algorithmic bias, and privacy violations, necessitating robust AI governance. Utilizing a qualitative methodology centered on a systematic literature review and comparative policy analysis, this article examines the scope of AI governance and compares international frameworks, specifically the EU AI Act, OECD AI Principles, and the U.S. AI Executive Order. The analytical results underscore the imperative of a risk-based approach as the cornerstone of regulatory efficacy. The findings reveal that for Thailand, addressing the challenges of Sovereign AI and technical auditing capacities is crucial. Consequently, this study proposes concrete policy pathways, including the establishment of regulatory sandboxes and a national AI certification system (AI Trust Mark), to ensure that AI integration harmonizes fundamental rights protection with sustainable technological innovation. |
