| Abstract | The objectives of this article aimed to: 1) study the current situation in the effective management of the SAO in Nonthaburi province; 2) study problems and obstacles affecting the effective of the administration of the SAO in Nonthaburi province; and 3) suggest guidelines for the management of the SAO in Nonthaburi province. Qualitative research were used by in-depth interview from 36 key informants consisting of the chief executive of the SAO, chairman of the SAO council, secretary of the SAO council, chief administrator of the SAO, officers, community leaders and people; then describe and draw conclusions systematically, rationally, refer to the theory of data organization. The results indicated that: 1) the current state in the management of the SAO is a result of social, economic, political and technological conditions, which reflect the effective of the SAO in Nonthaburi province; 2) problems and obstacles in rules, regulations, interest groups, the local political environment and public participation are persistent problems at the local level that affect the effective of the SAO in the Nonthaburi province. 3) guidelines for the management of the SAO in Nonthaburi province based on the findings from the following research. There are; 3.1) determining the right size for the space conditions; 3.2) budget allocation to be appropriate for size and mission; 3.3) encouraging people to participate appropriately in the administration of the SAO; and 3.4) determining guidelines for monitoring, auditing and evaluating performance with empirical results under the policies and strategic plans that have been clearly laid out in accordance with the Good Governance principles. |
