| Abstract | Presently, about 85% of Cambodia's population lives in rural areas with subsistence agriculture as the main occupation. A large portion of the rural population, approximately two million households, currently does not have access to urban-quality electrical services. However it is a known fact that increased access to electricity in rural areas is a crucial factor for the economic development of the country, as well as, having a direct impact on the quality of life of its people. This paper examines the policies and initiatives that can be taken by the government and various stakeholders to bring about a more desirable rural electrification program that can cater to the strategic energy demand of the nation. |
