| Abstract | The purpose of this study was to investigate creative city development ecosystems and capacities for local policy formulation, using Ubon Ratchathani Municipality as an empirical case study. This study employed a mixed-methods sequential research strategy to conduct a quantitative survey of 400 participants and in-depth interviews with 12 key informants. The findings demonstrated a statistically significant association between infrastructure and technology and creative entrepreneurial potential (r = 0.676), as well as between cultural capital and natural resources and creative output (r = 0.6666). These findings suggested that creativity stems from structural interactions inside the urban ecosystem, rather than attracting industries from external sources. This study proposes an ecosystem-based management (EBM) framework for Thailand’s less-visited cities, with a focus on participatory governance, cross-sectoral collaboration, and ecological resilience, as well as policy implications for integrated planning in Thailand and Southeast Asia. |
