Abstract In the twentieth century, technology emerged as a powerful tool that allows governments to leverage to improve services, management, and systems that satisfy public needs. However, certain technologies have become so potent that they may render government services obsolete in decades. Among these disruptive technologies is blockchain, with its decentralized and consensus mechanisms offering alluring ways for states to handle information and improve systems; it has the potential to disrupt the traditional large-scale mechanisms that governments and organizations have been using. Thus, the question arises: how will these technologies play a role in the context of the balance of power? The emergence of blockchain technology has challenged conventional systems of governance and raised questions about the relationship between government and civil society, and their national interests. Some possible cases that rely on blockchain can be found in the area of international trade. However, given the potential benefits of blockchain in terms of transparency, security, and automation, it is likely that this technology will be further included in both public and private sectors.
