Abstract At present, there are ongoing reforms on the living conditions of female prisoners in both the United States and the United Kingdom. These reforms should ultimately comply with all standards and requirements under the United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders or "the Bangkok Rules". In this regard, there has been more progress in the United Kingdom than in the United States. Both the British Female Offender Strategy and the Women's Policy Framework are in line with the content provided in the Bangkok Rules. While reform efforts in the United States, which are reflected through the judgment and FIRST STEP Act, are not in accordance with the Bangkok rules in many respects, such as the right of female prisoners to live with their child or the right to be monitored and searched by a female prison officer only. However, even though the United Kingdom has made progress in improving prison conditions for women through reform plans, there have been some practical problems encountered which may affect or prevent successful development of the living conditions of female prisoners.
