Abstract | This paper critically analyses the policymaking process used in the development of Thailand's village and urban community fund policy by applying Kingdon's Multiple Streams Framework to examine the formulation of the policy. The multiple streams theoretical framework provides a good explanation of how a policy problem is constructed in various policy contexts by analyzing how the political stream, problem stream and policy streams contribute to the formulation of the public policy. This paper provides a better understanding of the policymaking process in Thailand. The research shows interesting results regarding the process of agenda setting, whereby the political stream along with the other two streams have generated the push necessary for the formulation of the village and urban community fund policy in Thailand. In spite of the accentuation of the political stream, in order to formulate a policy, the problem stream, and policy stream are also necessary drivers, key to widening the policy perspectives and in decision making. |
