Abstract This research article has the following objectives: 1) to study leadership, 2) to study the principles of Theravada Buddhist philosophy, 3) to analyze leadership development according to Theravada Buddhist philosophy in local administrative organizations in Samut Sakhon Province; and 4) to present a leadership development model based on Theravada Buddhist philosophy in the local government organization, Samut Sakhon Province. There is qualitative research, using in-depth interview. The key informants were divided into 1) a group of 6 monks and 2) a group of 9 lay people, totaling 15 persons in 3 districts, namely 1) Mueang Samut Sakhon District, 2) Amphoe Ban Phaeo, and 3) Krathum Baen District in Samut Sakhon Province.The results were showed that leaders are people who apply their knowledge and abilities to the point of power, influence, or acceptance until they were able to motivate others or lead others to carry out group work tasks or organization to achieve its objectives or goals set by leaders or organizations. Leadership may refer to the process by which the leader exerts influence. or authority in the administration of art both telling and instructing, directing or directing to convince subordinates to do their best in order for the operations of the organization to achieve the common objectives of transferring ideas into practice. In other words, leadership is the process of motivating and interacting with everyone in the organization to understand the circle of the organization so that the organization can carry out activities to achieve its objectives and goals.
