Abstract | Understanding the paradigm shift in public administration is critical because it enables policymakers and practitioners to adapt to emerging challenges such as digitalization, sustainability, and global governance, resulting in more effective and responsive public services. It also encourages innovative and inclusive governance models that prioritize citizen engagement, equity, and resilience in the face of complex, ever-changing societal demands. This paper aims to analyze the Paradigm Shift in Public Administration. The results found that the next paradigm shift in public administration will be fueled by the growing complexity of global challenges, technological advancements, and the need for more adaptable, inclusive, and sustainable governance systems. This transformation reflects a shift from hierarchical, rule-bound systems to more collaborative, networked, and citizen-driven governance models, with technology and data playing a critical role in shaping the future of public services. In conclusion, this analysis highlights the profound impact of technological advancements and global complexities on the future of public administration, resulting in a shift toward more flexible, inclusive, and data-driven governance. The findings emphasize the need for public institutions to transition from traditional hierarchies to collaborative, citizen-focused models in order to effectively address emerging challenges. |
