Abstract A study on the development of educational quality under the new normal of Mahasarakham Primary Educational Service Area Office 2 has the following objectives: 1) to study the current situation and problems of educational quality development under the new normal, 2) to develop strategies for educational quality development under the new normal, and 3) to study the results of educational quality development under the new normal. The method is research and development. The target group is 221 schools under the Office of the Primary Educational Service Area, Mahasarakham Area 2. The tools used to collect data are data recording forms and evaluation forms. The operation will be for 2 fiscal years: 2022-2023. Analyze the content and context.The research results for fiscal year 2022 found that 1) educational institutions have problems with educational quality, learning management quality, and learner quality. Therefore, the development strategy is in the position of a preventive strategy to reduce or avoid potential threats or obstacles. 2) There are 5 development strategies and the results of the overall strategy inspection are at the highest level. 3) The results of educational quality development found that the implementation of the overall strategy is at the highest level. The overall management of educational quality of the educational institution is at the highest level. And the development results in fiscal year 2023 found that 1) educational institutions have problems with learners who have deteriorated their existing knowledge and lost learning opportunities. The development strategy is in the position of a defensive strategy. 2) There are 5 development strategies and the results of the overall strategy inspection are at the highest level. 3) The results of educational quality development found that the implementation of the overall strategy is at the highest level. The overall management of educational quality is at the highest level.
