Abstract The objectives of this research are 1) to study the level of human resource development and the performance efficiency of personnel. in Department Secretary Office, Royal Irrigation Department and 2) to study human resource development affecting the performance of personnel in office of the secretary of the department, Royal Irrigation Department. The sample were 138 personnel of the departmental secretariat, Royal Irrigation Department. 1) They status were temporary employees, 2) government employees, 3) government official, and 4) permanent employees The instrument was questionnaire Data were analyzed using frequency, percentage, mean, and standard deviation. Analyze the rational relationship between independent variables using Multiple Regression analysis and Pearson Product Moment Correlation Coefficient. The results found that 1) The overall level of human resource development was at a high level and considering each aspect of the human resource development as follows the development, the education and the training respectively.. 2) The overall level of performance efficiency was at the highest level and considering each aspect of performance efficiency as follow: quality of work , working time and workload respectively. Finally 3) the variables of human resource development affecting the performance efficiency of personnel in the office of the secretary, Royal Irrigation Department, in descending order of relationship as follows: training, and development could explain 69.7 percent, with statistical significance at the .05 level. Therefore, human resource development can affect the work efficiency of personnel.
