| Abstract | การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อวิจัยพัฒนาและออกแบบแผนแม่บทมาตรฐานการวิจัยของประเทศที่สามารถกำหนดทิศทางในการพัฒนามาตรฐานการวิจัยของประเทศอย่างเป็นระบบ และเพื่อยกระดับมาตรฐานการวิจัยของประเทศสู่มาตรฐานสากล มียุทธศาสตร์และมาตรการที่สามารถผลักดันแผนแม่บทมาตรฐานการวิจัยไปสู่การปฏิบัติอย่างเป็นรูปธรรมและมีประสิทธิภาพ ดำเนินการวิจัยและออกแบบแผนแม่บทมาตรฐานการวิจัยของประเทศโดยกระบวนการวิเคราะห์ SWOT กระบวนการวิจัยและพัฒนาแบบมีส่วนร่วม สัมภาษณ์ผู้ทรงคุณวุฒิ 20 คน กระบวนการวิทยาพิจารณ์โดยประชุมผู้ทรงคุณวุฒิ 59 คน รวมทั้งการรับฟังความคิดเห็นเชิงประชาพิจารณ์จากผู้เกี่ยวข้องอย่างกว้างขวางจำนวน 175 คน ผลการวิจัยพัฒนาและออกแบบได้แผนแม่บทมาตรฐานการวิจัยของประเทศประกอบด้วย วิสัยทัศน์ 5 วัตถุประสงค์ 5 เป้าหมายเชิงนโยบาย 5 ยุทธศาสตร์หลัก 15 กลยุทธ์ 4 แผนงานหลัก และ 14 โครงการหลัก พร้อมทั้งนำเสนอแนวทางและกลไกในการขับเคลื่อนแผนแม่บทมาตรฐานการวิจัยของประเทศสู่การปฏิบัติเพื่อให้เกิดสัมฤทธิผลอย่างมีประสิทธิภาพThe objectives of this research were to research, develop and design the national research standard master plan in order to give directions for systematically developing the national research standard and to upscale the national research standards to international level with having strategies and measures to push the national research standard master plan into concrete and efficient practices. This research as conducted by means of SWOT analysis and participatory research and development processes with interviewing 20 experts, academic hearings from 59 experts and public hearings from 175 wider stakeholders. The research product was the National Research Standard Master Plan consisting of Vision, 5 Objectives, 5 Policy Targets, 5 Principal Strategies, 15 Strategies, 4 Programs and 14 Major Projects. The pathway and measures for efficient and successful implementation of the national research standard master plan were suggested. |
