Abstract The objectives of this research were to: (1) explore the essential needs for developing a Professional Learning Community (PLC), (2) develop an academic administration innovation model for secondary schools based on the PLC concept, and (3) examine the quality of the proposed academic administration innovation model based on the PLC concept. This study employed a mixed-methods research design. Data were collected from two groups: five experts selected through purposive sampling and a sample of 400 participants chosen using stratified random sampling. The quantitative research instrument was a questionnaire, while the qualitative component utilized in-depth interviews. The EDFR (Ethnographic Delphi Futures Research) technique was applied in the development of the academic administration innovation model and in evaluating its validity according to measurement criteria for data analysis.The findings revealed that: (1) The needs assessment for PLC development indicated that the overall Priority Needs Index (PNI) was 0.61, signifying an urgent need for development (PNI > 0.5). The highest priority needs were in the following areas: shared values (PNI = 0.94), collaborative teamwork (PNI = 0.77), reflective dialogue and shared learning (PNI = 0.68), data-driven decision-making (PNI = 0.64), supportive leadership (PNI = 0.60), and results-oriented learning (PNI = 0.52).; (2) The academic administration innovation model for secondary schools based on the PLC concept comprised 6 key stages; Establishing shared values, Collaborative teamwork, Reflective dialogue and shared learning, Data-driven decision-making, Supportive leadership, Results-oriented learning; and (3) The evaluation and validation results indicated that proposed academic administration innovation model demonstrated its overall validity in terms of appropriateness, accuracy, usefulness, and feasibility, as confirmed by expert evaluations.
