Abstract Analyzing modern public administration theory in light of current societal changes is critical for understanding how governance can respond to global challenges such as digital transformation, social inequality, and environmental sustainability. This analysis will aid in the development of more adaptable, inclusive, and innovative policies to better serve diverse populations. The study's findings reveal a shift away from traditional hierarchical models and toward more flexible, participatory, and collaborative approaches. These frameworks contribute to addressing global and local issues such as globalization, digital transformation, and social inequality. Modern theory emphasizes transparency, citizen participation, and cross-sector collaboration. To respond to society's changing needs, governments must be adaptable, inclusive, and creative.
