Abstract | PURPOSES: To study challenges and governance issues in housing construction funded by government budget for natural disaster victims and to develop strategies, measures, innovations, and tools to prevent corruption in the construction process. METHODS: A mixed-method approach, incorporating both quantitative and qualitative research, was used. The study involved participants from relevant government agencies and disaster-affected residents across 11 provinces in Thailand. RESULTS: The key issues in the housing construction process for disaster victims included delays in repair and reconstruction, budget constraints, and a lack of knowledge among officials and affected residents regarding proper construction procedures. In terms of governance, government agencies improved regulations and procedures to reduce corruption risks. However, there were transparency concerns due to factors such as limited access to information and a lack of integrity among stakeholders. THEORETICAL/POLICY IMPLICATIONS: To enhance governance and efficiency in the housing construction for disaster relief, the study recommends several measures: Developing a standardized code of conduct, creating a mobile application for monitoring and inspecting construction processes, utilizing social media platforms for disaster reporting and good governance oversight, and designing prefabricated housing models suitable for various disaster scenarios to accelerate assistance efforts to the people. |
