Abstract The purpose of this thesis is to focus on the study of questions of law relating to conducting service center business, specifically, installing components and equipment infilling Compressed Natural Gas (hereinafter as CNG) in vehicles. This is because at present, conducting the service center business of installing components and equipmentin vehicles continues to be varied in service provision and the standard of services are different because the law currently in force and applicable to the CNG fuel system components installation service has no measure to adequately cover the operations, resulting in the consumer facing non-standard installation issues. Results of the study find that the Ministerial Regulation Stipulate on Components and Equipment of CNG fuel system Act B. E. 2550 (2007), gives no clear-cut definition of the term, “Qualified Installer.” There has been no stipulation, neither the standard of installation building, nor exact qualifications of the qualified installer, nor adequate safety standard management, nor liability, nor penalty measure (both civilly and criminally), with respect to the damage consequently arising as a result of the “Qualified Engineer” who performed the inspection and testing when they do not conduct the inspection and testing in accordance with the prescribed guidelines, nor are there measures to control the import of standard vehicles’ CNG cylinder or tank including the amelioration of any damage in the event a service user has sustained damage as a result from using the service.In this respect, this thesis has proposed that the Ministerial Regulation Stipulate the Components and Equipment of the CNG Fuel System Installation Act B. E. 2550 (2007) should be revised in reference to the virtue of the Department of Land Transportationby stipulating the establishment of the installation building, amending the verbiage regarding the standard and the term, “Qualified Installer” should be defined to thoroughly cover the maintenance of vehicles using CNG as the fuel in reference to the segment regarding the qualified installer. In the portion regarding the National Technician Workmanship Standard, the qualified installerstandards of the CNG fuel system components installation should be confirmed in accordance with Labor Workmanship Promotion Act, B. E. 2545 (2002). The portion regarding “Qualified Engineer” should be amended in the Engineering act, B.E 2545 (2002), by stipulating the penalty provision as the liability for the punishment of a fine or imprisonment ifqualified engineer refrain the duty to inspection and testing. For the CNG cylinder or tank, the Ministry of Commerce should issue an Announcement prescribing the CNG cylinder or tank to be the prohibited imported goods or goods requiring an Import Certificate when importing them into the Kingdom. Utterly, this thesis aims to enhance the installation service of the CNG fuel system components to provide more standards to protect the rights of the consumer as well.
